Die EU-Transparenzverordnung ist weltweit das am weitesten reichende Regelwerk f\u00fcr nachhaltige Finanzdienstleistungen. \u201eRegulierungsbeh\u00f6rden in anderen M\u00e4rkten, besonders in Asien, haben diese Regeln genau beobachtet und darauf basierend ihre eigenen ESG-bezogenen Offenlegungsrichtlinien formuliert\u201c, sagt Kathlyn Collins. Die Nachhaltigkeitschefin beim Asien-Spezialisten Matthews Asia<\/a> weist in ihrem aktuellen Marktkommentar (\u201eSustainable Rules and Sustainable Opportunities<\/a>\u201c) konkret auf Beispiele aus Hongkong, Singapur, Indien und China hin.<\/strong><\/p>\n

So hat die Finanzaufsicht SFC in Hongkong erweiterte Offenlegungsanforderungen f\u00fcr Klimarisiken in Anlageprodukten vorgeschlagen. Auch in Singapur entwickelte die Regulierungsbeh\u00f6rde Anfang des Jahres neue Offenlegungsstandards f\u00fcr ESG-Publikumsfonds. In Indien verlangt das Securities and Exchange Board (SEBI) <\/em>von den 1.000 gr\u00f6\u00dften b\u00f6rsennotierten Unternehmen, dass sie einen j\u00e4hrlichen Bericht zur Unternehmensverantwortung und Nachhaltigkeit vorlegen. Fonds in Indien, die ein ESG-Siegel tragen, m\u00fcssen mindestens 80 Prozent ihres Verm\u00f6gens in Wertpapiere mit ESG-Themen investieren. Au\u00dferdem m\u00fcssen sie offenlegen, mit welchen Ma\u00dfnahmen sie Risiken des sogenannten \u201eGreenwashing\u201c verringern.<\/p>\n

\u201eGerade in China hat es zahlreiche regulatorische \u00c4nderungen gegeben\u201c, f\u00e4hrt Collins fort. Diese reichten von der Einf\u00fchrung des mit Spannung erwarteten Emissionshandelssystems (ETS) bis hin zu Vorschriften, die sich auf allgemeinere Wohlstandsziele beziehen. 2021 ver\u00f6ffentlichte die China Securities Regulatory Commission (CSRC)<\/em> auch ESG-bezogene \u00c4nderungen der Offenlegungsvorschriften f\u00fcr Jahres- und Halbjahresberichte. Diese sehen vor, dass b\u00f6rsennotierte Unternehmen erkl\u00e4ren m\u00fcssen, falls sie im Berichtszeitraum Strafen im Zusammenhang mit Umweltfragen erhielten. In diesem Jahr haben die B\u00f6rsen in Shanghai und in Shenzhen die Anforderungen an die Offenlegung von Informationen zu ESG-Themen erh\u00f6ht. Dar\u00fcber hinaus hat China ESG-Offenlegungsstandards f\u00fcr alle Unternehmen im Staatsbesitz erlassen.<\/p>\n

Schwierigkeiten, nachhaltige Unternehmenspolitik in Asien festzustellen, gebe es trotzdem noch, so Collins. Diese ergeben sich meist dadurch, dass Fondsmanager wie Matthews Asia auf Daten von Drittanbietern angewiesen sind, und oft viel Zeit vergeht, bis diese Daten vorliegen und in eine Unternehmensbewertung eingeflossen sind. Auch die durchg\u00e4ngige Offenlegung von Nachhaltigkeitsstandards stelle eine Herausforderung dar.
