China stand w\u00e4hrend der gestern in Schottland zu Ende gegangenen Klimakonferenz der Vereinten Nationen (COP26) sowohl im Zentrum der Kritik als auch bei der Suche nach L\u00f6sungen.<\/strong> Denn die Volksrepublik ist der gr\u00f6\u00dfte Emittent von Treibhausgasen weltweit. Kathlyn Collins, Nachhaltigkeits-Chefin des Asien-Spezialisten Matthews Asia<\/a>, untersucht in einer aktuellen Frage- und Antwortrunde (Q&A)<\/a>, warum Chinas Aufgabe beim Klimawandel so wichtig ist und was das bev\u00f6lkerungsreichste Land der Erde in Sachen Klimaschutz bereits geleistet hat.<\/p>\n

Was hat Chinas Regierung konkret versprochen?<\/strong><\/p>\n

Chinas Versprechen, die Kohlenstoffemissionen bereits vor 2030 zu erreichen, ist eine Verbesserung seiner fr\u00fcheren Zusage. Das Land bekr\u00e4ftigte au\u00dferdem, dass es die Nutzung fossiler Brennstoffe zwischen 2025 und 2030 auf 75 Prozent und bis 2060 auf 20 Prozent begrenzen will. In dem neuen Aktionsplan, den die chinesische F\u00fchrung vor der COP26 ver\u00f6ffentlichte, wird auch darauf hingewiesen, dass China keine neuen Kohlekraftwerke im Ausland finanzieren werde. Und in einer gemeinsamen Erkl\u00e4rung zum Klima auf der COP26-Konferenz sagten die USA und China zu, Methanemissionen zu reduzieren, die W\u00e4lder zu sch\u00fctzen und den Einsatz von Kohle herunterzufahren.\u00a0\u00a0<\/strong><\/p>\n

Warum steht China in der Verantwortung?<\/strong><\/p>\n

China ist mit 27 Prozent der globalen Treibhausgas-Emissionen\u00a0der weltweit gr\u00f6\u00dfte Emittent, gefolgt von den USA und Indien. Stromerzeugung und Industrie sind f\u00fcr etwa 75 Prozent der Emissionen in China verantwortlich. \u201eEs steht au\u00dfer Frage, dass Chinas wirtschaftliche Entwicklung in der Vergangenheit zu einigen ernsthaften Umweltproblemen gef\u00fchrt hat\u201c, sagt Collins. \u201eChina muss seinen Energiemix reformieren und die Energieeffizienz von Industrieunternehmen drastisch verbessern. Es muss einen umweltfreundlichen Lebensstil f\u00f6rdern und seine Technologien zur Kohlenstoffabscheidung sowie -speicherung ausbauen.\u201c Die Stromausf\u00e4lle und -engp\u00e4sse zu Beginn dieses Jahres h\u00e4tten deutlich gemacht, wie abh\u00e4ngig China noch von der Kohle sei und dass es den \u00dcbergang zu einer kohlenstoffarmen Wirtschaft mit dem Fortkommen der zweitgr\u00f6\u00dften Volkswirtschaft in Einklang bringen m\u00fcsse, so die Nachhaltigkeits-Chefin.\u00a0<\/strong><\/p>\n

Was hat China zuletzt im Kampf gegen den Klimawandel unternommen?<\/strong><\/p>\n

Um den Anteil der Kohle am Energieverbrauch von derzeit etwa 60 auf 50 Prozent im Jahr 2025 zu senken, m\u00fcssen die erneuerbaren Energien zunehmen. China hat in diesem Jahr die Installation von Solar- und Windenergieanlagen vorangetrieben. Das Ziel der Regierung f\u00fcr Solar- und Windenergie liegt bei 1.200 Gigawatt (GW) installierter Kapazit\u00e4t bis 2030. \u201eBatterien, Ultrahochspannungstechnologie und \u00dcbertragungsleitungen sowie intelligente Stromnetze sind die Schl\u00fcssel\u201c, erkl\u00e4rt Collins. Chinas neue Politik sehe vor, dass mehr als die H\u00e4lfte des \u00fcber neu gebaute Leitungen \u00fcbertragenen Stroms aus erneuerbaren Energien stammen muss.<\/p>\n

Schon heute ist China der gr\u00f6\u00dfte und am schnellsten wachsenden Markt f\u00fcr Elektroautos weltweit. Bis 2030 sollen 40 Prozent aller verkauften Neuwagen in China mit neuen Energiequellen und bis 2025 bereits 20 Prozent elektrisch betrieben werden. Und Anfang des Jahres wurde die Ausgabe des Katalogs f\u00fcr gr\u00fcne Anleihen ver\u00f6ffentlicht. Dieser bietet nicht nur eine einheitliche Regulierung f\u00fcr China, sondern auch eine internationale Harmonisierung der Standards.<\/p>\n

\u201eWenn China sich Ziele setzt, gelingt es ihm in der Regel, diese zu erreichen. Ich denke, dass dies auch f\u00fcr Klimaschutzma\u00dfnahmen wie die Verringerung der Emissionen gelten wird\u201c, ist Collins zuversichtlich. Sie stellt abschlie\u00dfend einen Vergleich an: \u201eIn den vergangenen zehn Jahren hat China doppelt so viel f\u00fcr Klimaschutzma\u00dfnahmen ausgegeben wie die Vereinigten Staaten und hat diese bei der installierten Kapazit\u00e4t an erneuerbaren Energien weit hinter sich gelassen.
